In-Fill Housing’s History

In the 1990s, MHA saw the start of the Low-Income Housing Tax Credit (LIHTC) program as funding from the Department of Housing and Urban Development (HUD) became scarce. MHA recognized the opportunity to fund new developments through LIHTC and break away from the traditional HUD model.

By 2001, MHA established its non-profit affiliate, In-Fill Housing, as an innovative step forward in affordable housing development. Now, In-Fill remains at the forefront of affordable housing and collaborates with other nonprofits, developers, and housing authorities to develop attractive properties across Georgia.


About MHA

The City of Macon established MHA in 1938 as a quasi-government agency to serve the housing needs of Macon-Bibb County. MHA administers traditional housing programs, including the Public Housing and Section 8 Housing Choice Voucher programs. MHA has also ventured into affordable housing development and program diversification. As such, MHA owns over a dozen subsidiary companies described to advance quality, affordable housing.

Meet the Team

The leaders at In-Fill Housing ensure every property is completed with expert detail and accuracy. From preconstruction to the final phase, our team remains committed to our developments at every step.

  • Mike Austin

    CEO of In-Fill and MHA

    Mike has more than 30 years of housing experience involving conventional affordable housing programs and property management, as well as private property management. Since late 2013, with the help of the MHA team, Mike has also led the conversion of five Public Housing properties to the RAD program, totaling more than 900 units. MHA became one of the first PHAs in the nation to close a RAD conversion, and it received recognition from HUD in one of its quarterly “Spot Lights.” The piece cited MHA’s successful RAD conversion using an FHA insured 223(f) product.

    Mike has a BS from Weber State University, an MPA from the University of Utah, and an MBA from Mercer University. He has his CPM designation, and he has previously served as MHA’s Director of Housing Assistance and Asset Management Director.

  • Kathleen Mathews

    Special Programs Director

    Kathleen has more than a decade in the specialized tax credit industry, working in the areas of Development and General Contracting.

    She has worked on 25+ affordable projects totaling over 2000 units, from their conception through lease-up. Kathleen is involved in every facet of In-Fill’s programs and oversees the operational health of the company, including its project portfolio. She is responsible for cultivating relationships in the area and seeking new opportunities for growth. She oversees the project management from the origination of potential deals through conversion; performs underwriting; and interacts with property management companies, equity investors, general contractors, and lenders.

  • Mark Strickland

    Construction Manager

    Mark has worked for MHA since 1990 and with In-Fill Housing since its inception in 2001. Mark handled the construction of over 100 single-family houses through its various HUD and local programs. His construction management expertise is now devoted to In-Fill’s portfolio, including the planning, development, and asset management phases.

  • Jessica Plante

    Development Manager

    Jessica has worked for In-Fill since 2021, having previously worked for the Department of Community Affairs in the LIHTC program for 6 years. Jessica has a master’s degree in City and Regional Planning from the Georgia Institute of Technology. Her expertise lies in underwriting and construction management, and she is responsible for project management from the origination of potential deals through conversion.

  • LaShonia Childs

    Development Administrator

    LaShonia handles the administrative duties for In-Fill and works closely with its various internal and outside partners.
